Mr. Robert Whitman, CMM III, has recently retired as National Director of the Insurance Bureau of Canada- Injury Rings Investigative Unit (2008). Born and raised in Hamilton, Ontario, Mr. Whitman started his career with the Canadian Armed Forces as a Service Policeman at Canadian Forces Base Borden (1964), and continued in the security area as a police officer with the Toronto Police Service (1966- 1975) retiring from York Regional Police Force as a Staff Sergeant (1998) after 33yrs. of criminal investigation handling welfare fraud, credit card fraud, Break and Enter, robberies, and assaults. Mr. Whitman is a registered: Private Investigator and Security Guard with the Ministry of Public Safety and Corrections, Private Security and Investigative Services Branch. While employed as a police officer, Detective Sergeant, and Staff Sergeant he has been called upon and instructed at the Toronto Police Service- C.O. Bick College, and was the officer- in-charge of Training and Development for the York Regional Police prior to retiring to the private sector where he achieved the position of National Director.
Mr. Whitman has instructed in several areas of the criminal and provincial statute law, use of force, practical arrest, search procedure, interviewing, investigative techniques, note taking, and ethics and has become a subject matter professional in the area of injury fraud and organized crime. Over the years he has gathered a wide base of training skills, and successfully completed a plethora of development courses as offered by the Ontario Police College, Canadian Police College, Seneca College of Applied Arts and Technology (Finch Campus), and Georgian College of Applied Arts and Technology (Barrie, Ontario.
During his 2nd career in the insurance industry he has been called upon nationally to speak at various community groups, police agencies, and professional associations regarding organized crime and the impact on society, identity theft and fraud related to the insurance industry.
As past Regional Director of the International Association of Auto Theft Investigators, and a member of the Canadian Association of Special Investigation Units, a past carded Certified Fire Investigator and International Association of Financial Crime Investigators he understands the frustration and challenges met by the business community and manufacturing industry and police agencies in the fight against fraud, security issues and the protection of assets and reduction of losses to management and business owners. Mr. Whitman has been the recipient of the “Police Exemplary Service Medal- 1987,” received a commendation, March 1977, “Policeman of the Year,” recipient of ‘Highlander of the Year Award- 2006’ from the Canadian Scottish Athletic Federation, (CSAF) and is a national advisor on the board of the Canadian Scottish Athletic Federation (CSAF) and recipient of ‘Volunteer of the Year Award- York Region 2008’. In his off time he also holds the position of Drum Major/ Band Manager with the York Regional Police Pipes and Drums. < back
